How to Land DOT & Municipal Dirt Hauling Contracts in Florida
Most new haulers win Florida public work by sub-hauling for prime contractors on FDOT and county jobs. Register as a vendor, get your insurance to the prime's required limits (often $1M auto), and consider DBE certification if you qualify.
Florida's constant road building and development creates steady public hauling work. The trick is getting on the right lists.
Two ways into public work
- Sub-hauling for a prime: fast to start, low paperwork, steady loads
- Bidding direct: higher margins, you own the relationship
- Sub-hauling: lower rate, you wait on the prime's payment
- Bidding direct: bonding, bid work, and a longer sales cycle
Step 1: Get registered
- Form a Florida LLC on Sunbiz and get your EIN
- Get your county and city business tax receipts
- Register as a vendor in MyFloridaMarketPlace and county procurement portals
- Set up bid notifications for hauling, fill, and site work

Step 2: Consider DBE certification
FDOT jobs with federal money often have DBE (Disadvantaged Business Enterprise) goals. Primes actively look for certified DBE haulers to hit those goals. If you qualify, certification can put you at the top of their call list.
Step 3: Build a bid-ready packet
- W-9 and certificate of insurance (COI)
- USDOT number and safety record
- Truck list with configurations and capacities
- Written safety program
- References from past GCs
