Pennsylvania Dump Truck Licensing, PUC Authority & Weight Limits

Published September 26, 2026·Last reviewed September 26, 2026·8 min read
Short answer

Pennsylvania haulers need a USDOT number, PennDOT registration at their gross weight, and in many cases PA PUC authority for for-hire intrastate hauling. Watch spring frost laws and posted bridges — they cause most overweight trouble.

Pennsylvania has older roads, lots of posted bridges, and seasonal limits. Knowing them is the difference between a profit and a fine.

Authority: USDOT and PUC

Beyond your USDOT number, the Pennsylvania Public Utility Commission regulates for-hire property carriers inside the state. Some construction hauling is exempt, so confirm with PUC before your first paid load.

Frost laws and posted roads

Many townships post spring weight restrictions from roughly February through April. Hauling on a posted road without a bond or permit can bring big fines and damage claims.

Weight limits

The standard gross limit is 80,000 lbs. PennDOT allows certain extra allowances for some dump configurations; verify your truck's specific limit with PennDOT.
